FBR fails to meet tax targets in first half of fiscal year

Islamabad (Commerce Desk) – The Federal Board of Revenue (FBR) has failed to achieve its tax targets for the first half (July–December) of the 2025-26 fiscal year, as well as the monthly target for December 2025.

Sources reported that FBR faced a revenue shortfall of approximately PKR 21 billion in December 2025. Net interim tax collections for December stood at PKR 1,425 billion, against a target of PKR 1,446 billion.

Similarly, for the first half of the fiscal year, FBR’s total net interim tax collections were PKR 6,169 billion, falling PKR 321 billion short of the target of PKR 6,490 billion. The shortfall for the first five months was PKR 315 billion, which rose to PKR 321 billion after December.

Sources noted that the final figures for December may slightly reduce the shortfall, but the overall situation remains concerning.
