Istanbul (Turkey News Desk): Head of Turkish intelligence İbrahim Kalın has participated in negotiations held in Cairo, Egypt, regarding the implementation of the second phase of the Gaza ceasefire agreement.
According to Egypt’s Ministry of Foreign Affairs, representatives of Palestinian groups, senior officials from Egypt and Qatar, and delegates from other guarantor countries took part in the talks, where a proposed roadmap for the ceasefire was discussed.
The discussions were described overall as constructive, focusing on the completion of the first phase of the ceasefire, increased delivery of humanitarian aid to Gaza, and steps to reduce ground-level tensions.
The agenda also included key issues such as Gaza’s administrative structure, reconstruction, deployment of an international force, and mechanisms for enforcing the ceasefire.
Security sources said İbrahim Kalın held separate meetings with the Egyptian intelligence chief and the Prime Minister and Foreign Minister of Qatar, during which regional developments and other conflicts were also discussed.
It is worth noting that the Gaza ceasefire agreement came into effect on October 10, 2025, with its first phase including prisoner exchanges, humanitarian access, and partial withdrawal from certain areas.
However, according to Palestinian sources, Israel has not fully implemented the agreement and tensions remain in some areas.
The second phase of talks is expected to focus on Gaza’s governance, reconstruction, and security arrangements.
